Red Book valuations by an RICS Registered Valuer

Valuations prepared by James Buckingham, MRICS (Member No. 5044356), RICS Registered Valuer.
A Red Book valuation can only be carried out by a chartered surveyor who is a qualified RICS Registered Valuer, bound by a strict, legally enforceable code of ethics, integrity, and absolute impartiality.
Attaining this status requires a robust foundation of higher education, typically a relevant degree or postgraduate master’s degree, followed by years of supervised professional experience, passing the gruelling Assessment of Professional Competence (APC) (including achieving the mandatory Level 3 competency in valuation), and proving rigorous adherence to professional ethics before an external panel of senior assessors.
“Red Book” refers to the RICS Valuation – Global Standards, which set out how a valuation must be carried out, evidenced, and reported. Meeting these uncompromising standards of independence and ethics makes this the form of valuation third parties rely on, which is why banks, HMRC, the courts, and government bodies ask for it by name. A Red Book report states its explicit purpose, basis of value, valuation date, and underlying assumptions, delivering a robust document backed by professional accountability rather than commercial motives.
Registered Valuer status is continuously monitored by RICS through mandatory annual audits, strict regulatory compliance, and ongoing professional development to keep that status up to date. It is the gold standard to look for when a valuation has to satisfy a lender, HMRC, a court, or a trustee.
Market Value vs. Market Appraisal
An estate agent’s market appraisal is fundamentally not market value; it is a marketing pitch designed to win your listing, meaning optimism and inflated figures are routinely used to secure business. Unlike chartered surveyors, estate agents operate without a statutory governing body or mandatory professional qualifications, meaning anyone can legally set up an agency without formal training or a licence. When third parties, tax authorities, or lenders require a true, legally defensible valuation, an agent’s figure simply will not suffice.
